Achievements

In 2010, Andy was elected to the Tarrant County Commissioners Court, becoming the first Asian American to serve on the Court, and the first Vietnamese American to serve in a county elected office in Texas. During his tenure as Commissioner of Precinct 2, Andy was widely recognized for his leading role in and contribution to effective governance and transparency, transportation, healthcare and mental health, information technology, and active representation.

Effective Governance & Transparency

  • Fought against wasteful spending and worked to keep taxes low.

  • Led the effort to improve transparency in Tarrant County government that resulted in the implementation of the Tarrant County Open Book Initiative  and the live-streaming and recording of the JPS Health Network Board of Managers’ meetings.

  • Initiated and led a comprehensive strategic planning effort to guide Tarrant County’s zero-based budgeting process.

  • Provided clear expectations and consistently called for accountable and measurable quality in all spending proposals.

Transportation & Economic Development

  • Worked collaboratively to get SH360 South and SH360/IH30 Interchange built and the Southeast Connector constructed.

  • Co-founded the Southeast Tarrant Transportation Partnership to build consensus, provide mutual support, and advocate for transportation priorities important to the Precinct 2 cities.

  • Actively supported important economic development and job creating efforts in Precinct 2.

  • Helped create the International Corridor District to re-develop the Pioneer Parkway and Arkansas Lane area in East Arlington and Grand Prairie into a destination for authentic international cultures, cuisines, and entertainment.

Healthcare

  • Helped lead the effort to add transparency to the Tarrant County Hospital District bond process and to engage the public for additional input. By resisting the initial bond package proposal for the Hospital District, we were able to place the proposal on sounder financial footing. It also expanded accessibility to healthcare and mental health services by building more medical homes in the far corners of the county where the growth was—including in Precinct 2—rather than concentrating the expansion only in the Fort Worth main campus. Consequently, more than 80% of the voters approved the bond proposal in 2018.

  • Monitored end-of-life decisions at JPS Health Network and spoke up in support of life.

Information Technology

  • Led the Tarrant County IT Steering Committee and provided leadership to support the Tarrant County IT Department to expand and enhance Tarrant County’s network capacity, capability, and security resulting in several national awards. 

    • These completed multi-million-dollar, highly complex projects include: core network upgrade, gigabit to the desktop, VoIP and mobile network, enterprise network backup and disaster recovery, and internet public and private portals. 

    • Due to these upgrades and expansion, Tarrant County’s workforce and multi-faceted operations (including Courts and Public Health) were prepared for the current pandemic and vulnerable virtual reality.

Active Representation

  • Held regular town halls to obtain input from taxpayers on the county budget and priorities.

  • Maintained an open door policy to encourage quick and easy access to the Precinct 2 Commissioner’s Office.

  • Conducted surveys to solicit feedback from constituents about important issues and direction for the Commissioner’s Office.

  • Regularly attended and participated in community meetings and events, including senior, veteran, women, student, business, civic, and minority groups.
